Homelander and Sister Sage’s plan takes the plot of The Boys season 4 in a terrible direction, and things will only get worse in season 5, when Sage implements Phase 2.
Sister Sage, the smartest person on Earth, realized she could help Homelander achieve his aim of obtaining control of the White House and establishing a fascist supremacist regime. Tragically, Sage and Homelander were successful in their plot, but one of Sister Sage’s final scenes in The Boys season 4 finale suggests that she is far from finished assisting Homelander in expanding his influence.
Throughout The Boys season 4, the titular team feels they are right on Sage’s tail, trying to thwart Sage and Homelander’s plot to spark a supe insurgency that will result in Victoria Neuman becoming president. However, following Neuman’s sudden death, it became clear that this was not the case. Instead, this deception was all part of Sister Sage’s plan, with her true goal being to install the Speaker of the House as President, who is sympathetic to Homelander’s causes. Homelander already controls the United States, but he’s far from finished.
Sister Sage Will Want To Consolidate Homelander’s Power In The Boys Season 5
She Plans To Give Him Even More Control
Simply controlling a puppet president is definitely insufficient for Homelander, and Sister Sage will most likely seek to consolidate his influence in The Boys season 5. While Homelander has control of the executive branch, the new supreme government must also gain control of the legislative and judicial branches if they are to establish a truly fascist state. Homelander and Sister Sage will most likely spend season 5 removing resistance from Congress, the Supreme Court, the army, and other institutions, giving Homelander even more power over the country.

One of the biggest governmental oppositions to Homelander’s supe state is the CIA, as Grace Mallory and other agents have been working with The Boys to take down Vought and 𝓀𝒾𝓁𝓁 supes. Although Homelander does have the president in his pocket, there isn’t much that he can immediately do about the CIA, meaning that getting them under his control will be tricky. Sage will have to work hard to figure out a way to weed the CIA’s anti-supe advocates out of the organization, getting rid of one of the most powerful anti-supe bodies in the country.
Sister Sage’s “Phase 2” Likely Extends Beyond The United States

While Homelander and Sister Sage are now focused on maintaining control over the United States, Phase 2 of their strategy is likely to go beyond that. Throughout history, fascist nations have rarely sought to isolate themselves from the rest of the world, preferring to disseminate their vile doctrines to neighboring countries. Because most other countries in The Boys world would surely resist Homelander’s new dictatorship, he must concentrate on overthrowing them and forming international alliances.
The potential for other countries to recognize and even support Homelander’s regime is terrifying, as it means that there will be fewer and fewer places for refugees to go. Homelander has already confirmed that he has a 𝓀𝒾𝓁𝓁 list for Vought employees and anti-supe activists, meaning that they need to get away from the United States ASAP. Phase 2 could see Homelander and Sage encourage governments to extradite escapees to the United States, with this potentially being a way that they could track down Billy Butcher.
Homelander’s Main Goal In The Boys Is Worldwide Supe Supremacy
There Will Be Nowhere To Run
Homelander does not only desire to control the government for its own sake. Instead, his actual motivation is universal supremacy. Homelander wishes to establish an environment divided into two classes: a higher class of supes and a lower class of humans. This is demonstrated by the horrifying rise of Homelander’s supe supremacist ideology, which is rapidly being adopted by other The Seven members and Vought supes such as The Deep, Firecracker, Cate, and Sam.
If Homelander’s government succeeds in eliminating its opposition, it has the scary potential to empower other superpowers to deem non-superpowers as inferior.
